Argentina Names Ex-JPMorgan Executive as New Foreign Minister

One of the key members of Economy Minister Luis Caputo’s economic team is moving to head Argentina’s Foreign Ministry. Pablo Quirno, the current Secretary of Finance, will replace Gerardo Werthein as Foreign Minister, Ámbito confirmed — a decision later ratified by the government.

Quirno is known for his close relationship with Caputo, often described as his right-hand man, with expertise in financial matters. Their long-standing partnership dates back to Caputo’s tenure as Finance Minister in 2017–2018, when Quirno served as his chief advisor. Later, when Caputo moved to lead the Central Bank, Quirno followed as one of its directors.

He holds a postgraduate degree in Economics and Finance from the Wharton School of the University of Pennsylvania.

In an official statement, the Presidential Office announced:

“The new Foreign Minister will be Pablo Quirno, current Secretary of Finance and a key member of the economic team that helped avert the greatest crisis in the country’s history, and a fundamental architect of the so-called ‘Argentine miracle.’”

Reacting to his appointment, Quirno wrote on social media:

“It’s an honor to take on this new responsibility. Many thanks to President @JMilei for his trust, and to Minister @LuisCaputoAR for so many challenges we’ve shared. We’ll continue working as a team.”

Werthein’s abrupt resignation, coming just a week before the legislative elections on Sunday, October 26, prompted the government to accelerate a shift in its foreign policy strategy — now set to prioritize economic and trade relations.

The official statement from the Presidential Palace added:

“Minister Quirno will focus on opening Argentina to the world, working on trade agreements that will boost the economy and strengthen ties between international markets and Argentine producers.”

Who Is Pablo Quirno?

Before joining the government, Quirno built a three-decade career in international finance. A graduate in Economic Sciences from the Wharton School at the University of Pennsylvania, he previously served as Director for Latin America at JPMorgan in New York and sat on the bank’s Regional Management Committee.

In that role, he advised governments and corporations across the globe on mergers and acquisitions, corporate restructurings, privatizations, and private equity operations.

His appointment consolidates the connection between Argentina’s Foreign Ministry and its economic team, reinforcing President Javier Milei’s pro-market and global engagement agenda.
