Nvidia CEO Jensen Huang has sharply criticized the Biden administration’s AI export controls, calling them a “failure” that cost U.S. companies billions in lost sales.

His comments were directed at the administration’s AI diffusion rule, which aimed to curb the export of advanced AI chips by dividing the world into three tiers—completely blocking China from access.

“The export controls were, overall, a failure,” Huang said. “The fundamental assumptions that led to the AI diffusion rule in the first place have proven to be fundamentally incorrect.”

Under the U.S. restrictions, Chinese companies were forced to turn to domestic chip designers like Huawei, while Beijing accelerated its investment in building a self-sufficient semiconductor supply chain. Despite Washington’s efforts, AI research in China has continued, driven by substantial capital investments in the required infrastructure, Huang noted.

Nvidia’s CEO Words

At a press conference during the annual Computex event in Taipei, Huang praised former President Donald Trump’s revised approach to AI exports. He said Trump’s decision to roll back previous restrictions reflected an understanding that American companies are no longer the sole providers of advanced AI technology.

“President Trump realizes that [the previous restrictions] targeted exactly the wrong objective,” Huang stated.

Since the start of the Biden administration, Nvidia’s market share in China has plummeted from 95% to 50%, Huang revealed. Trump administration officials are now reportedly considering replacing the tiered export control framework with a global licensing regime based on country-to-country agreements—a strategy that could give the U.S. more leverage in trade negotiations.
