August Fuel Price Outlook Turns Gloomier

South African motorists could face less relief at the pumps in August after a sharp rise in international oil prices significantly reduced the expected fuel price cuts.

The Department of Mineral and Petroleum Resources adjusts petrol and diesel prices each month based on the country’s fuel basket, which consists of approximately 70% imported crude oil and refined petroleum products and 30% domestically produced synthetic fuels.

International oil prices and the rand-dollar exchange rate are therefore crucial factors in determining the final adjustment.

Oil Surge Erases Diesel Price Relief

At the beginning of the August review period, fuel prices appeared set for substantial reductions.

On June 26, wholesale 50ppm diesel showed an over-recovery of R5.82 per litre, suggesting that diesel prices could have fallen significantly if market conditions had remained unchanged.

However, renewed geopolitical tensions have pushed oil prices sharply higher.

Brent crude climbed from approximately $72 per barrel on June 26 to around $88 by July 17, representing an increase of roughly 22%.

The surge effectively eliminated the earlier diesel over-recovery. Meanwhile, 500ppm diesel, widely used by heavy industries, had moved into an under-recovery of approximately 24 cents per litre.

If oil prices remain elevated and the rand weakens against the dollar, the risk of a diesel price increase in August could intensify.

Petrol Price Cuts Also Shrink

The outlook for petrol has also deteriorated considerably.

As of July 17, the expected reduction for unleaded 95 petrol had fallen to approximately 90 cents per litre, down sharply from the R3.67 reduction projected at the start of the review period.

For unleaded 93 petrol, the anticipated reduction had declined from R3.70 to approximately 95 cents per litre.

With more than a week remaining in the review period, these estimates could still change significantly.

Middle East Conflict Remains Key Risk

The biggest uncertainty remains the geopolitical situation in the Middle East.

Disruptions to shipping through the Strait of Hormuz, a critical route for global energy supplies, have contributed to higher oil prices and increased market volatility.

Brent crude recently eased slightly after reports of diplomatic efforts to reduce tensions, but there has been no clear resolution to the disruption.

As a result, South African consumers remain exposed to further oil price volatility.

For now, the August fuel price outlook has shifted sharply from optimism toward caution. Unless oil prices retreat significantly or the rand strengthens, the expected petrol reductions could shrink further, while diesel may face the risk of an outright price increase.
